Since 1995, there has been a federal government requirement that the encryption of sensitive but unclassified data would be performed by a FIPS 140 validated cryptographic module. The current version of the standard is FIPS 140-2. More recently NSTISSIP 11 has required the use of FIPS validated modules. The Cryptographic Module Validation Program (CMVP) is jointly managed by the American and Canadian governments. This year, 2005, marks the 10th anniversary of the CMVP.
